The Defense Base Act (DBA) provides workers' compensation benefits to civilian employees injured or killed while working outside the United States on U.S. government contracts — including military base projects, public works, and national defense contracts abroad.
Covered individuals may be entitled to medical treatment, disability compensation, and survivor benefits. Claims are administered through the U.S. Department of Labor's Office of Workers' Compensation Programs (OWCP) under 42 U.S.C. § 1651.
